House votes to end estate taxes (Reuters)

WASHINGTON (Reuters) - The U.S. House of Representatives on Wednesday voted to permanently end the estate tax as part of a Republican push to extend President Bush's tax cuts beyond the end of the decade.

The House voted 272-162 to repeal the estate tax with 42 Democrats joining the Republican majority in support of the bill.

The bill goes to the Senate where its fate is unclear in the face of mounting worries over the nation's rising debt and concern it could curb charitable donations.

Permanent repeal of the estate tax is a high priority for many business groups, and Republican backers called it a tax on death that thwarts savings and investment. They argue permanent repeal now will help family businesses plan for the future.

"As a matter of basic fairness we must permanently repeal the death tax," said Rep. Kenny Hulshof, a Missouri Republican. "The death of a family member quite simply should not be a taxable event."

The 2001 tax cut package phased out the estate tax with total repeal in 2010. But after 2010, the estate tax along with income tax rates are scheduled to revert to levels in effect before the tax cut. Bush vowed during his re-election campaign last year to extend those tax cuts and Wednesday's vote in the House was the first effort to make good on that promise.

Democrats argued that the estate tax affects only the richest Americans and that huge budget deficits are forcing spending cuts on health care for poor children, education and other programs. Democrats said repeal will cost the federal treasury $290 billion in the first four years and more than $700 billion over the decade.

"While we may help a few very rich children with an inheritance, we'll cut hundreds of thousands of children's Medicaid benefits," argued Rep. Pete Stark, a California Democrat.

The House rejected a Democratic substitute offered by Rep. Earl Pomeroy of North Dakota that would have exempted estates valued at less than $3.5 million, $7 million for couples, from estate taxes. He argued that would end the tax for more than 99 percent of estates.

The 2001 package gradually raised the estate tax exemption from $1 million in 2002 to $1.5 million currently, and $3.5 million in 2009 for individuals and double that amount for couples. Rates that topped 50 percent are gradually being reduced to 45 percent in 2009 before total repeal for one year.

Support in the Senate for eliminating the estate tax is strong. But record budget deficits are weighing on lawmakers and it is unclear whether backers would win the 60 votes needed to overcome procedural hurdles in the 100-member body.

Also charitable groups are worried that repeal will hurt contributions that are often made as a way to avoid the tax.

Discussions are underway for a possible compromise that could increase the level of exemption from the tax and lower the rate, according to Senate aides and industry representatives. But they said the outcome of those talks is unclear.

John Edwards needs to take stress the need for a change of direction concerning trade policies and reversing the income stagnation of working-middle class families. If Edwards is going to champion the interests of ordinary Americans without powerful lobbyists, he might just surprise the political pundits and find a broad national base of support.

Iraq Interpreters Face Threats, Alienation
Dear All, I worked as interpreter with us army in mosul & i feel big regret & i did the biggest mistake in my entir life for such a stiupid & shamfull & rashing decesion i took which completly change the path in my past, present & future life & my family as well.I loved the people i worked with. but it was bad experince for me , i got too many threaten , guns attack , one bomb on my home , people think i betrade Iraq , my society , family & my self for this. Iam now outside of Iraq from this country to this country running from the unknown.My point from my work with the american to improve my english languge .Altough my job was completely civilain for renovation & rebuilding the civil agenies which got damaged through the war & after. but people can not understand this , they only know i worked with the occupier . Any way, we are learning from our mistake but it was hard and tough lesson for me in my whole life. May God Bless All Thanks Omar

dear, i think the interpreter who working with US army in iraq they are braves and heroes because they help the US army and their country in the same time. but i have never seen and support from united states to them if some of them get threats or his lif became at the adge of the knife. help and support them by giving US citizinship to feel they are one of us and hand to hand to fight terrorism.

You make many good points in your article. I would like to supplement them with some information: I am a 2 tour Vietnam Veteran who recently retired after 36 years of working in the Defense Industrial Complex on many of the weapons systems being used by our forces as we speak. If you are interested in a view of the inside of the Pentagon procurement process from Vietnam to Iraq please check the posting at my blog entitled, “Odyssey of Armements” The Pentagon is a giant,incredibly complex establishment,budgeted in excess of $500B per year. The Rumsfelds, the Adminisitrations and the Congressmen come and go but the real machinery of policy and procurement keeps grinding away, presenting the politicos who arrive with detail and alternatives slanted to perpetuate itself. How can any newcomer, be he a President, a Congressman or even the Sec. Def. to be - Mr. Gates- understand such complexity, particulary if heretofore he has not had the clearance to get the full details? Answer- he can’t. Therefor he accepts the alternatives provided by the career establishment that never goes away and he hopes he makes the right choices. Or he is influenced by a lobbyist or two representing companies in his district or special interest groups. From a practical standpoint, policy and war decisions are made far below the levels of the talking heads who take the heat or the credit for the results. This situation is unfortunate but it is ablsolute fact. Take it from one who has been to war and worked in the establishment. This giant policy making and war machine will eventually come apart and have to be put back together to operate smaller, leaner and on less fuel. But that won’t happen unitil it hits a brick wall at high speed. We will then have to run a Volkswagon instead of a Caddy and get along somehow. We better start practicing now and get off our high horse. Our golden aura in the world is beginning to dull from arrogance.

Poll: Governor slightly ahead in Oregon
It bothers me when I read that a third party candidate might be "taking some votes from ..." other candidates. Gosh, it seems to me that is just what a free election process affords all candidates. So, why paint an untrue picture of Mary Starrett when she actually stands strong for what is right and good in America ~ especially Oregon. Oregonian voters should appreciate any candidate who actually stands for something because while other candidates avoid real issues facing Oregonians and Americans, Mary Starrett hits those issues and concerns head on. As a former Bush Team Leader, I favor Mary Starrett for Governor of Oregon.

The West: Unexpected Openings for the Democrats
I live in district 8 in southern Arizona. There is much about the whole situation surrounding Randy Graf that most outsiders, and many in Arizona do not, or choose not to see. Kolbe has stated many times how much he hates Graf, a person who almost unseated Kolbe in the 2004 primaries. Kolbe took the district in the end with a huge margin because the district is more conservative than most believe it is. Kolbe has a lot of power and pull in Washington as well as in the RNC. He is willing to undermine the Republican party, as well as sell out his own district, just because of his hatred for Graf. Despite all this, Graf is showing stronger than expected, and is likely to pull off the victory, even without the support of the RNC. You cannot look to the mainstream news outlets for accurate news as they are all pushing Giffords.
